What process do I use to get the rights to use the Syracuse University logo, colors, name for a for-profit business?

Regarding the use of the University logo, seal, or other symbols, the following statement is included in the University's Administrative Policy Manual:
"Commercial use of the University's name, the Seal or any facsimile, or trademarked or copyrighted name or symbol of Syracuse University is prohibited unless authorized by the Chancellor or her designee." [http://sumweb.syr.edu/ir/apm/Univrel/news2.htm#unseal]
